Answer: According to official statistics, new business opportunities in industrial territories of Eastern Europe have contributed to the increased volume of foreign direct investments in 2007.
– Belarus: in accordance with the data provided by the National Bank of Belarus, net inflow of foreign direct investments in 2007 reached $1,769 billion;
– Poland: according to official statistics, the volume of foreign direct investments to Poland in 2007 equals to ˆ12,8 billion;
– Ukraine: State Statistics Committee reports that net inflow of foreign direct investments into Ukraine reached $7,882 billion in 2007.

Answer: • Taxation authorities, collecting and controlling the tax payments (payment of the required fees) to the state budget and special state foundations and non-tax payments;
• Customs authorities, controlling the payment of the entrance duties, excise fee and VAT, which should be paid in case of the entrance (crossing of the border) of the goods to the customs territory of the Ukraine during the crossing of the customs corridor;
• State treasure authorities, state control and revision service and taxation authorities within their competence related to the budget- purposed fees and credits, secured by the budget funds, special use of grants and subsidies and other budget assignments, secured by the resources of the non-budget funds related to the non-fulfillment or improper fulfillment of state agreements financed from the state budget.

Answer: For the licensed type of activity the following procedures are required:
• The submission of the application to the licensing authority. The application should contain the following information: name, surname, passport information (series, number, issuing authority, date of issue), and address- for the physical person. Name, office location bank data, legal form of the company, identification code if the applicant is the juridical entity;
• Name the type of activity subjected to licensing;
• The validity term of the license.

Answer: In 2005 Ukrainian- British Joint venture «Zender- Ukraine» was registered: this is an enterprise engaged in digging and processing of sapropel.
Inquiry: Sapropel- the bottom-dwelling sediments of freshwater lakes of the organogenic origin with the peculiar organic, mineral, biochemical composition, which formed as a result of the biological transformation of water plants and living organisms, excess of microorganisms and gravel areas without the access of oxygen.
Answer: The registration procedure for the individual entrepreneur provides for the submission of the following documents:
• Filled out registration card for the procedure of the registration of the individual entrepreneur;
• Copy of the certificate of the registration in the State register of physical persons- taxpayers and the payers of other required duties;
• The document confirming the payment of the registration fee.

Answer: According to art. 58 of the Economic code of laws of the Ukraine, all economic entities- individual entrepreneurs and juridical entities are subjected to the state registration.
On the 15th of May, 2003 the Supreme Council of the Ukraine accepted the Law ¹ 755-²Ó «About the state registration of juridical entities and physical persons", which has been regulating the conditions and the procedure of the state registration since 01st of July 2004.
This new legal act stipulates a rather simple procedure of the state registration. The registration procedure is carried out by state registration authorities within the executive committees of the local councils of the oblast submission cities or within the regional state administration.

Answer: On the territories of the FEZ "Brest" the most preferable is setting up of producing enterprises.
In accordance with specific of the Brest oblast (region) features such as engineering infrastructure of the territories “FEZ”, objects and real estate, already established current enterprises, so the most preferable of setting up following production: machine productions, work stations, equipment for all kind of production activities, metal processing industry, production of communication, production of veterinary products and chemicals for farm sectors.
All productions spheres have equal legal rights.

Answer: The FEZ "Brest" is a free customs zone. A compulsory customs documents filing procedure shall take place when importing/exporting goods to/from its territory.
When importing foreign or domestic goods into the Zone’s territory the customs duties except for fees for customs procedures shall not be levied and economic policy measures shall not be implemented.
When exporting goods from the FEZ territory the customs duties shall be levied contingent upon the goods origin. The brand produce exported out of the Zone’s territory shall be exempt from customs payments.
The special legal privilege regime is in force on the territory of Brest FEZ in two spheres of the FEZ "Brest" residents activity:
- sell goods (works, services) of their own production outside the Republic of Belarus territory;
- sell goods (works, services) of their own production to other FEZ residents.
In the frames of the special legal regime the enterprises-free economic zones residents shall pay limited amount of taxes and non-tax payments.
Products which produced in the FEZ "Brest" have the Republic of Belarus status. That’s why in the frames of customs union with Russia, goods import without fees. These factors increase the competiveness and requireability of products, which are produced on the territories of the FEZ "Brest". For cutting time for of the FEZ "Brest" acts customs’ check point, bank, Chamber of Commerce and Industry specialists operate. The residents of the FEZ "Brest" obtain a simplified procedure of crossing the boarder.

Answer: 76 enterprises –residents from 20 countries have been registered by this time.
On the FEZ "Brest" territory lighting equipment, paints and lacquers, machines and paints for roads marking, furniture, speakers, electrotechnical products, software, cooling equipment for dairy-products, food stuffs, systems of electroengines managing etc. are being produced and exported.
Answer: Approximately 400 enterprises with foreign investments have been registered in the Brest oblast (region) by 2007. Poland (100), Russia (88), Germany (72) take the first three positions as far as joined and foreign companies are concerned. Many enterprises with foreign investments come from the USA (23), Cyprus(13), Czech (12), the Great Britain (10), Italy (9), the Netherlands (9),Swiss(8). Totally, companies with foreign investments on the Brest oblast(region) territory are represented by 43 countries.
Answer: An enterprise can use privileges only if it is registered and placed within the territory of the FEZ "Brest".
Answer: Self- managing of book –keeping by entrepreneur without special degree is acceptable. And person who works as a book-keeper does not require certificate, degree or any other prove of special skills and there is no difference on what conditions the person was hired (on the contract ,not-staff contract, manager contract basis)
However, Counting Bureau , which manages it in a professional way provides the prove of book-keeping services, has to carry special certificates.
In current time The Counting Bureau can be managed only by :

-expert- reviser
-lawyer
-legal adviser
-person, listed in a list , who has right to manage register
-economic entities( for example, societies) with all above mentioned person participation

Answer: The simplest legal form is a civil society. It is created by submitting contract in writing, and does not require assets. Civil society means mutual responsibilities of partners for reaching their goals by managing it in a special way. It is not a legal entity and it does not run individual commercial activities. That means that civil society is not entrepreneurial and every partners has to contact economic entities registration office for being registered as an entrepreneur.
Answer: Within 14 days after registration of the organization in register of economic entities , it is important to contact the nearest office of Statistics Department. The person needs to fill up an application to obtain a REGON number.
